You will need to get into the "Settings" and then into "Language and Input". In there you can select the language you wish it to use.

The problem is that it is inJapanese which I cannot read or understand so I can't operate the device to go to settings and change the language.

That I can't help with. I don't read Japanese. I find it odd that a reset changed the language though. Unless the phone was originally sold and from Japan.

There is a drop down list on the second screen in after the hard reset. Mine came up in Spanish. Click the drop down and select your language. If you can't do it, repeat the hard reset, and wait for the screen you need.
