Android converting songs to a lower bit-rate

I was wondering if there is any app/program that can convert my entire music library on my Windows 8.1 PC to a lower bit rate for android (Nexus 7 2012), Kinda like in iTunes. Or can I sync my nexus 7 with iTunes with this option applied?

you shouldn't need to really, any video convterting software can do it. wondershare make a good one for around £20 that will do video as well as mp3's etc
