Are Either of These Decent For Digital Art?

My younger sister mainly runs Paint Tool SAI on my laptop and her birthday is coming up soon and I wanted to get her a laptop of her own.

I know she's been eye balling these two:

And I was wondering if these were decent for the kind of things she wants to do (Digital Art on Paint Tool SAI and Watch Youtube videos)

I don't know that a chromebook is what I would buy.

With a $200 budget, I have a suggestion:
Buy a thinkpad R61 15" laptop on ebay.
One with windows 7.
I bought one for $68, added $20 worth of ram and replaced the hard drive with a 120gb ssd for a total price of <$200.
The thinkpad has a very good keyboard and would look for that.
The integrated video was suitable for youtube playback.
