AT2020 mic no sound from computer

I recently purchased an AT2020 mic and an Art Tube project series pre amp.
I connected the xlr cable to the pre amp input then I used a XLR to USB cable to connect it from the output of the pre amp to the computer.

The preamp lights up when I tap on the mic to show that the mic is outputting sound but my computer does not detect it.
When I plug the usb into my computer it detects a usb pnp sound device.

The preamp has 48v phantom power so I thought it would work.
Am I missing something?

I didn't know that art tube needed native usb support.
So along with that pre amp I would have to buy an audio interface with usb support?

I believe I do since when I plug in the cable to my PC it shows a new device being added which is named usb pnp and it's shown under recording devices.

After doing another test I finally was able to hear myself...barely.
I had to add the 20dB gain along with the dial maxed at another 45dB gain.
Even with that and the output dial maxed along with the microphone volume maxed in Win 7 and putting my mouth right next to the mic I can barely hear myself and there is a lot of static noise.
I can't tell if the XLR to USB cable is the problem or the Art Tube box is.
