Bad LED LCD?

Is this a bad display? The screen doesn't have a crack anywhere. I do get a signal from the HDMI port, but I can't get into the BIOS or do a system restore since the HDMI does not send a signal until windows drivers are loaded. Appreciate any help/suggestions.

 
test your gpu in another system and if picture show the same time for a new one if not check cable .
 
Thanks for the response, but this is one of those Intel Atom/built-in hard drive systems (HP Stream) and the GPU cannot be tested independently. I do get a good signal from the HDMI port with the limitations already mentioned. Unplugged screen cable at both ends and plugged back in a few times... no luck unfortunately.
 
do you have same picture from the laptop screen without the external monitor plug in .
 
this picture is from laptop screen then there is a connection issue in the laptop to the internal panel did it still under waranty so rma .
