Its funny you pick the 13th century as an example. In the 13th century Islamic supremacism was held at bay by the Mongol empire. And even though the Mongols were ruthless warriors that could massacre whole cities their attitude to religion was so evenhanded it approached modern ideas of religious freedom. In areas under Mongol control Jews and Christians were liberated from oppression and could again participate in civil society.
