Battery skips few percentages while charging and discharging

Hello. I bought an hp pavilion power 15-cb518tx last December my dad was using it for a month
I got the laptop a week ago. I observed that there a skip n the percentage while charging and discharging like if it's 80 it jumps to 84 or 86 while charging and it discharges the same way. As I checked online through Amazon and Flipkart they say that the battery life is about 14 hours but it only lasts for 3 to 4 hours. I'm serious confused can anyone tell what is the exact life of this battery and how to resolve the problem and yeah the battery is inbuilt sorry for not mentioning early .

Try charging it to a 100% then discharge it untill the laptop turns off, then charge it back to a 100%. Do this several times, it might help.

If not the battery may be damaged.
