Best inexpensive laptop under $400

I have been asked to find a computer for an elderly woman.

She needs a windows laptop under $400 including a wireless mouse, shipping and tax.

Seems like a nice laptop and has the best processor I have seen from a lappy.

I will upgrade it to win 10 and uninstall all the bloatware.

Any suggestions?
