bypass network security

I am living in hostel , hostel network have blocked torrent sites and downloaders i.e we cannot download any torrent . I used hotspot shield on mobile to access torrent sites and download torrent . It worked well . I want to download torrents on PC i used vps but you have to connect again if wifi is lost or connection goes slow ! . i want to proxify whole pc so that torrent clients dont get bolcked ! ? any help ?
