You cannot upgrade because the Celeron N3060 is soldered into the motherboard. Installing a GPU into the CD drive bay was only possible with certain models of the Lenovo Ideapad Y series gaming laptops a few years ago because that is how Lenovo designed the laptop. As far as I know of, there are no other laptops that have / had that ability.
Current laptop CPUs are designed to be soldered into the motherboard. There are no current laptop CPUs that I am aware of that would go into a socket rather than soldered into the motherboard. However, there are a handful of boutique laptops with desktop CPUs in them. Only specific gaming laptop models will allow you to upgrade the GPU. However, they typically cost at least $1,400; there are even gaming laptops that costs over $2,200 that will not allow you to upgrade the GPU.
If you want better performance, then you need to save up money to buy a laptop that is more capable than your current one.
