Can I lay down audio in Windows Movie Maker first and then add video?

For videos whose primary content is audio, it is much easier to lay down the audio first, and then select video files to match, rather then setting down tentative video and then having to match audio to that. Is there any way to do this in Windows Movie Maker? If not, can anyone recommend some free video editing software that has this feature?
