Can I play lower resolution video files in a supported codec?

So this chart

tells me what codecs are supported for my TV. My videos are in the HEVC H.265 codec but the resolution is only 1920x1080, not 4096x2160 as this chart says. Is the chart just saying that 4k is the maximum resolution supported in that codec or the ONLY resolution supported in that codec?
