I bought my phone from a friend of a friend and went to get it activated and they said the phone was locked to someone else's number and they can't hook it up to my SIM card. Is there any way to use my SIM chip with the same carrier and how would I unlock it

You need to contact the provider it is locked too. But if there is a balance owed they will not unlock it.
