Can I use a cable box thats not active to work with tv and phone for HDMI cord and usb

I have a old cable box Not active with HDMI output to connect to tv and my usb cods from phone to box can I play movies from phone to tv that way

Unknown. Most cable boxes don't support USB media playing.

You can't use a cable box in that way.
If your phone supports MHL then you can get an adapter to connect it to the TV.
If not then you can use a Chromestick to stream from your phone to the TV.
