Can you access the page via an online proxy?:

There might have been a hiccup at the server end as you link works fine, there are no illegal characters in the URL.

You could try cleaning your temporary internet files and flushing your DNS resolver cache and trying again.

Do you still get the 400 Bad Request message?

Is it only this site that returns the error?

I very much doubt a hosts file modification would target this URL specifically.

It is very strange that the proxy server couldn't deliver the page, so the problem is almost certainly at your end.

There has to be some browser configuration or system file / registry corruption of some sort.

You could try downloading an alternative browser to see if you can access the page then.
