Can't delete virus

Hello, I'm currently having an issue with my computer it has some strange file C:\Users\*name*\AppData\Local\cwosxur I cannot access it or delete it in safe mode all I know is that this virus is running programs that are causing my computer to be really slow

from any of the big anti virus comp download from another pc there anti virus rescue iso and make a bootable usb stick and boot and remove the virus from the usb stick.

I have the same dumb thing. I can be staring right at the folder and still can't do anything about it. Norton's Power Eraser came close to beating it. It found it, but in the end there was not enough power in the power eraser. We need more power!!!!
