I hooked up my sound bar to my TV using rca jack but not sure what setting to go to after that ,I've found nothing in settings that will let it work

Without model numbers you won't get an exact answer.
If your TV has a single RCA audio jack labeled digital or coax out then and your soundbar has a stereo analog audio input you would need a DAC to converter digital to analog.

You may have to turn the audio output on, the TV speakers off and change the audio output type in the TV menu to get it working.
