Can't power on with good battery, must use ac adapter

I have an HP 210 Netbook. It will not power on with just battery, even tried a known good battery from another, same issue.

In order to turn it on, first I have to take the battery out, then plug the ac adapter in, replace battery, then power on, it is then that I can remove the ac adapter and everything is fine.

any ideas?

If that's the only way to get he laptop to power on then I would say that something has gone defective and needs replacing.
If you had said that the only way to turn it on was to plug in the ac adaptor and keep it plugged in then the battery would be bad , but to then unplug the ac adaptor and the laptop stays on and runs off the battery is a sign that some things not working correctly and needs replacing.
