Can't sign in

After a factory reset I cant sign in to google. G.co/recover sent a code to my other Gmail adress but when I type it in it says Thank you for conferring my email adress but they won't let me in because I failed to prove that Iam who I say I an and it offers me nothing elts to prove who I am. It just keeps going in a circul.
