CCC crashes and doesnt open (Video)

Ever since my computer had significant water damage and I replaced all the components I have noticed these pesky GPU driver issues. As you can see by the clip, the CCC application crashes yet stays in the tray. I have tried many fixes such as clean installs, uninstalling windows 7, updating microsoft .net and so on. Also, I have noticed artifact issues in games like WoW and Bioshock Infinite that are known issues of an outdated AMD driver.

PC specs:
OS: WIndows 7 64bit
GPU: AMD Radeon HD 6870
CPU: Intel Core i5-3570K CPU @ 3.40GHz
Mobo: Asus P8B75-M LX
RAM: Corsair Vengeance 8GB
PSU: Cooler Master Extreme Power Plus 650W
HDD: Western Digital WD Caviar Black 2TB HDD

uninstall all amd driver and try to use these one http://support.amd.com/en-us/download/desktop?os=Windows%207%20-%2064 for the win 7 x 64 and if this not working i would check the gpu in another system .

I have been to that download page many times and done clean installs with that driver countlessly. I feel doing it again would be pointless and am beginning to think it is a different problem. Thanks anyway. + I cant test it on another system at this time.

we gone do something remove the card and use a white pencil eraser gnetly to clean the contact and interchange the gpu power cable from the psu so the 1 cable will be 2 and 2 came 1 also if you could have another psu around for testing the system that would be nice .

Could you refer me to a video tutorial on how to do this as I am not confident to do it myself.

i did not find any video on this the way i do it gently rub the eraser on the gold contact make shure your remove any static from yourself before doing this .
