Cheapest PC possible that I can connect to my TV

I want to watch Sky Go on my second tv. Currently I just connect a laptop, however there are added issues associated with this such as constantly reconnecting it / disconnecting it. I wondered whether it is possible to build a super cheap PC that could be used for this purpose.

I know there are loads of options available for watching things like iplayer (from raspberry pi's to chromecast to rokus etc) however sky being sky, any device needs to run silverlight and as such I believe I need a windows 10 machine!

Does anyone have any thoughts on this, or should I just stick with my laptop option.

You could find a refurb at BestBuy.com or Dell Outlet for under $200. Just verify it has an HDMI port.

And silverlight does NOT require Win 10. 7 or 8.1 will also work.

am running silverlight on a 2-core haswell G3220 (one step bellow I3) and both cores are at 30-35%, Win7.
