Chrome + Flash + Hardware Acceleration

Problem: My framerate is low with stutters when watching HD content on twitch.tv in Google Chrome. I get a great picture and stop dropping frames in both Opera and IE (hardware acceleration is working on these browsers).

System:
HTPC
AMD x2 5050e (a really old dual core, why I need GPU hardware acceleration)
4 gig ram
Radeon HD 6570
Win 7 64
Chrome flash version: 11.3.31.232
Opera flash version: 11.4.402.265
Drivers are all pretty much up to date

I've tried enabling hardware acceleration everywhere I can find (including everything GPU related in chrome's chrome://flags/ page). I used Catalyst Control Center's GPU usage meter, Task Manager, & FRAPS:
Chrome = 95-100% CPU, 0% GPU, 25 max FPS with frequent stutters
Opera = 75% CPU, 10-15% GPU, fairly steady 40 FPS with no stutters

Any ideas?

I have the same problem. My system is ION based Home theater PC. It was not like that originally. Problem started after one of the Chrome auto updates.
