Command R upon booting up does not bring me to the OS X Utilities menu. what is the alternative?

I am trying to get to the OS utilities menu and have used Command R upon booting up unsuccessfully. Is there an alternative?

You need a bootable DVD or USB with a version of OSX or OS installer. If you don't have one that came with the computer (they stopped doing this a while ago) then you might have to buy High Sierra from the Apple store and create a bootable USB using another Mac.

Also, in case your keyboard is bad, have you tried Command R with a USB keyboard?
