Kind of a strange example here...but here goes.
I used to work at a Veterinary Hospital as an assistant and we for the most part gave shots to dogs and cats. Dogs were generally easy to deal with because they were larger and I could "body" them, meaning I almost gave them a bear hug while the Doc applied the shots (vitamins, meds etc). They usually did not like this, but I was able to absorb most of the impact and it was overall pretty easy. Cats on the other hand, wow. I had to bust out the pads, protectors, goggles, and I STILL got scratched bad, that is, if I could even manage to restrain the cat. I am very animal friendly so I did all this with trying to keep the animals as calm as possible as I know they are scared and not in a comfortable environment. But man oh man, when those cats got the Vitamin B shot, it was just like a little tornado of fur and claw and tooth, while hissing, yeah it was not a very enjoyable experience.
How I am relating it to this story? Well the whole story is silly to begin with, kid wont take shower so mom calls cops? Seriously? Anyways, assuming the cop is a grown man, there really is no gentle way to restrain a kicking/screaming young girl. If he didnt taze (is that even a word?) then would he put her in a headlock? Bear hug so she couldnt move at all? I don't really see any "good" way to do this. Tazing, of course, sounds terrible, but isn't this standard practice now to "safely" subdue someone? I guess the cops life was never in danger, but I don't really see a good way for him to handle this...aside from maybe laughing at the call and continuing to eat his donuts.
