CPU and MEMORY 100% no one has been able to help!

1 month ago my pc randomly started being weird and making my CPU and MEM go to 100%. I tried everything and gave up thinking I got a crazy virus so I bought a brand new HDD and brand new SSD to install my windows on. I installed steam and immediately as soon as I went to a game the same problem happened crazy frame drops when my processor is 4.2ghz, graphics card is an MSI 1070. I know damn well when I am playing Counter Strike I should not be having frame drops, especially on the lowest settings.

I can not open the file location for windows process manager, I have already turned off multiple services in Run>services.msc. I have tried every single thing. If anyone can please help me you are a life saver.

Well I wouldnt turn off any services, it'll probably make things worse

How much ram is installed, since it's using up to 86%. Looks is chrome is hogging most of it

8gb ram and even when chrome is closed it will jump to 100%

edit: after consulting our lab at Emsisoft, it is indeed a malware: Rootkit.SmartService, an ads rootkit.

rootkits can't be removed by yourself and you will need help from a removal expert.

You can use tdsskiller to remove rootkits
