Which CPU is better, have higher performance for Tablets?
nVidia Tegra 3, Qualcomm Snapdragon or RockChip?

The newer snapdragons outperform the Tegra 3. Not sure about the RockChip.

It would be easier if we knew what tablets you were shopping for specifically to give you a recommendation. There are many different Snapdragon processors, so it could vary depending on your price range, screen size requirements, etc.
