Solved! delay before log in screen

first time posting here
when i restart my laptop
windows logo and the 6 marbles loading screen appears quickly,after that a black screen comes and it lasts there for about 5-6 minutes without any cursor after that the log in screen comes and then everything works fine
same delay goes when i forcely shutdown my laptop(by holding power button) or when i remove battery for cleaning ,otherwise every cold boot is normal (log in screen appears quickly)
this problem started when i installed windows 7 on other drive(means now i have two OS's, windows 8.1 and windows 7) if windows 7 is the problem i can remove it,tell me if there is another solution
i already updated my graphic driver..thanks in advance for reply ....
i am facing this problem for about 1.5 year but never googled it

3. Win8.1 seems to be the original OS. What happens if you remove the Win7 disk? Does the Win8.1 disk boot more quickly?

a) If you cold-start the computer, it boots up quickly to the OS you want, correct?
b) When the computer, for whatever reason, needs to re-start, that's when it takes forever to reach the log-on screen, correct?

1. i have dell vostro 3546 laptop
2. if you are asking about HDD or SDD then i have HDD
3.win 8.1 is my default os but i installed win 7 also on my laptop on other drive(win 8.1 on C: drive and win 7 on E: drive)
when i turn my laptop on it never asks me to choose OS's only when i have removed battery ,or when i forcely shut it down,or when i restart
win 8.1 it asks me which OS to choose ,and when it asks about which OS to start and if i choose win 8.1 then only boot time is very big other wise if i choose win 7 it has a normal start time,only when it asks to choose one OS and if i choose win 8.1 then only i got big delay
in log in screen
4.if i shut it down and then i press power button it is a normal start,only in those three cases ( i mentioned above 1.restart,2.battery
removal,3.forcely shutdown)it has delay,otherwise cold starts are normal

extra- if i want to start win 7 then i have to first start win 8.1(which is normal start without delay) then i have to restart win 8.1 to get the menu of choosing OS's then i choose win 7 there and win 7 starts normaly

Thanks for the extra details - I can see now that I didn't quite understand your PC setup.

So, you're trying to dual-boot Windows 8.1 with Windows 7 using 1 mechanical harddisk that has 2 drive partitions (C and E). I assume that Windows 8.1 was installed on the Dell when you got it.

If you want to dual-boot on 1 harddisk you have to install the older OS first. That means Windows 7, then Windows 8.1. The computer will then display a selection box where you can choose your OS. By default the computer will go to Windows 8.1, but you can change this default setting in the selection box.

The problem is I cannot guarantee that this is going to work as intended on your system, because in your situation you have to clean format your harddisk and create 2 new partitions. This will erase your Windows 8.1 installation and system files. Most likely that means you'll need some kind of Product Key detection app so that you can use the PK when clean-installing Windows 8.1 after Windows 7 (unless you have a set of Windows 8.1 installation discs).

Keep in mind that your current setup does "work" - if very slowly - but the noticeable delay does indicate that the system is very confused.

If Win7 is gone, how can you have the same problem? Win8.1 may be slow to load, but you shouldn't have to restart the computer the way you did earlier.

On that note, your Dell comes with either 2GBs or 4GBs of RAM; which RAM capacity do you have? Even with 4GBs of RAM, that's a bit on the low end for Windows, and with a mechanical hard disk it's going to take at least 2 minutes, maybe more, to reach the log-on screen.

it has 4gb ddr3 ram
and processor:1.7 GHz Intel Core i3-4005U 4th Gen Processor
when i have'nt installed win 7 there was no problem in restarting,but when i installed it,i got delay before log in screen only in win 8.1,but now i removed win 7 the problem it still occuring

a) Open the BIOS menu and select the tab that contains info about your SATA drives. This could be 'Advanced' or 'Configuration'.

b) Scroll down and select Drive Configuration. You can now see the ATA mode your drive is using.

c) Typically, you can choose between Legacy or Native. Your Dell may offer more options. Whatever your system uses now, try selecting another one and restart.

d) Also, see if your BIOS has a feature called 'Hard disk pre-delay'. If it does, make sure to select 'No'.

Changing ATA modes like this will either cause your system to boot faster, or do nothing at all. So there's really no risk, and you can always go back.

i move "diskette drive to bottom and saved it
on "sata operation" i pressed enter and there is only one option which is AHCI

there are only two options one is "legecy" and other is "UEFI"
