Dell Inspiron - Not Charging after perticular percentage

One of my friend owns a dell inspiron 15 3521 Laptop.
Normally, laptop is charging well.
But, since few days ago, it is not charging above 90% while playing games. (only when playing games). At the same time, the battery indicator LED turns off as well. Plus, Windows is saying, "plugged in, not charging",
After the problem occurred, we disconnected the charger and plugged it again. Then The indicator LED turned on again. But, If we start a game again, after sometime, the charing indicator LED turns off.
Seems like this problem occurs only when playing games.
Which part of the laptop has the problem?

The charger and/or the battery needs replacing. Try the charger first - its cheaper.

Don't you think the problem is with Windows or BIOS? Because the problems occurs when the battery is approximately on 90%.

No. I think ther problem is with your charger and/or your battery. How old are they?. Anything over 2 years needs looking at and anything over 5 years probably needs replacing.

The laptop, battery and charger are 1 and a half years old.
