Dell laptop Keyboard stops working at restart

Every reboot this laptop keyboard turns off and to turn it back on I hold down shift for 10 seconds and it makes a noise and turns back on. I know it is just a setting but I can't find it. Windows 10

procedures like this are why I hate bill gates in general and win10 specifically.
however, this is what Dell has to say about getting into your bios:

it may not be in your bios settings, but I would start there.

also, check: control panel>device manager to make sure that your keyboard is actually enabled
and while you are there, right click keyboard, click properties and check for keyboard driver updates.
