Dell Vostro 1000 boots up but no Windows Vista loading up

My dell vostro 1000 boots after it starts up I get F2 & F12 option and then goes to a blank (iassume bios) screen but doesn\'t load windows vista. I\'ve tried the quick sytem restore Ctrl + f11 but can\'t get anything to work. Can anyone help a computer novice?

Can you boot up in Safe Mode?
Tap on the F8 key when you power on till you see the Advanced Menu options.

Thanks for trying to help. If I press F8 on power up momentarily some letters flash up in the top left screen (RS485/M BR#2685 I think) then on to the blank screen with the flashing cursor.
