DirectX Internal error, installation failed

Hi everyone, my problem started when I installed Mass-Effect 2, and got the 0xc000007b error, which is related to directx. I have tried downloading the dx redist and re-installing, but when the installation is almost over it says it has an internal system error and fails. I have tried replacing manually the dlls but it says some files are in use and cannot be replaced. I tried all the above in safe mode and as admin, still the same. I tried not to use the web installer, and downloaded the 100mb pack, still no luck. I even uninstalled all the vc redist and re-installed.
I am using a Lenovo Legion Y520, all drivers and system updated.

Yep. The game should be fine. I have trouble installing DX even after I uninstalled it.

the error log say about the file being corrupted. try downloading to another computer and copied it thru a usb drive.

I just did it, on the other laptop it was fine but on mine it fails again

Did it. SFC and DISM and scanned with latest ESET internet security.
Says I'm good

I found it. After checking the files separately, I saw that only the DX of _39.dll were problematic. So I tried inserting them to the game's directory and it worked. But for some reason Windows wouldn't let me replace them and that was the error in the installation. Inserting them while booting from other OS on USB does the trick.
