Does a program like this exist?

I was curious if there existed a program that could play sound files into a virtual recording device to be used as a microphone output. Stereo Mix will not do.

Not that I know of, but please explain what you are trying to accomplish.

I've figured something out. Using foobar2000 in conjunction with virtual audio cable.
