Either net slower than wi fi

I recently got infinity 4 wich should give me at least 300mbs but on my laptop it says 94.60ms with only the either net plugged in no wifi. But when i run the wifi onit own it gose up to 145.78-267.89. Also it fluctuates all the time on my ps4 on either or wifi. They replaced hub didnt work my light level is really good and heres the odd bit they ran a test an i should be receiveing 240 minimum i bought a new wire that supports the speed and ive moved my ports around still no improvement. HELP IM GOING MENTAL also im running a cable straight from the router to either my ps4 aand laptop

Acer aspire ES 13 and the hub is a Bt smart hub the newst 1 and my ps4 and im running the test on btwholesale and the standard ps4 test connection

Both have Gigabit port.
What Ethernet cable and how long is the cable?
might have an old cable?

Cabel is 10m and it can work up to 1000mbps and 10gb cat.7 i bought it last week
