I recently did a clean install of Windows 10 on my laptop. All drivers are from Windows Update. Everything is working fine except one thing. All Steam games are locked at 47 fps! Framerate can be lower, but it never goes higher than 47 fps. I have v-sync off in-game and in CCC. And I have no idea what to do. Is there anything I can do without reinstalling drivers?

EDIT: It only happens when I run games in "High Performance" mode (so with better gpu)
EDIT2: I installed older drivers, performance may be worse, but at least it's working. So problem is solved. But it would be nice if someone could explain why it happened.

Laptop Specs:
Lenovo Z575
Windows 10
GPU: AMD Radeon HD 6650M(driver 15.201.1151.1008) and AMD Radeon HD 6620G(driver 15.201.1151.0)
CPU: AMD A8-3500M
4 GB RAM

No option for maximum performance? Probably there is third party software that will limit your frame rates based on different piwer option profiles? Might as well check your catalyst setting. Check if FRTC setting git change or not.
