Everything Seems Zoomed In

Right, i factory reset my computer and when i logged back in, EVERYTHING (Even taskbar) was zoomed in. This instantly aggravated me and i was unable to fix.
To add to injury, before the update my youtube videos would fullscreen perfectly, but after resetting it now has black bars at the top and the bottom of the video, which has aggravated me even further.
If anyone has an idea, i would be extremely grateful!

Check to make sure the screen resolution is set to the proper setting.
Windows also has a magnifier option, it should be under start-accessories-accessibility-magnifier, maybe that got turned on?

Ive already changed the screen resoloution, and no magnifier is turned on. I dont see why it changed from before, and its affecting youtube as well. Thanks for the ideas though
