Everything stopped working

It all started when I was casually browsing YouTube on Opera browser. All of a sudden the browser stopped responding so I force stopped it using task manager. But when I try to reopen Opera I got a warning message saying "can't open user profile directory". after that my Internet stopped working (doesn't respond when clicked connect). to make things worse, everything stopped working now. a window popped out saying "Microsoft Windows. this application is not responding". I can click and drag windows, but it seems like everything froze in time including the task manager. (refer to the attachment)

what happened and what can I do to repair this without resetting my pc? I'm using win 10

Could be a failing hard drive. What happens with a restart?

I'm using an SSD and it's still less than 2 years old. It's seems to be fine right after restart, but things go haywire when I meddle with the network (connect, disconnect, disable adapter). Probably it's network related but causing everything to crash is just beyond me.
