Hi, I have a laptop with an i7-4710MQ processor and Nvidia 820m 1GB DDR3 GPU.

If I would buy one of these GPU to pci-e adapters and use let's say a GTX 660 with it.

Would I be able to play games that I am now playing on low-medium on high (maybe ultra)?

Unfortunately only two laptops have this functionality, one from Alienware and one from MSI. Plus you would need the external graphics card enclosure/dock that will run you around $100-$200.

But, if you do have these already and have a GTX 660 then you could play most games at ultra (my GTX 750 ti can play all my games at ultra).

I've seen an adapter for around $50. And it works with all laptops. You just have to unplug the wireless reciever from the pci e slot and plug the adapter in.
I'm just wondering if it will perform 100% or not
