file to vlc conversion

hey guys I have a video but its format is "file", so to open it by selecting vlc from open with option, but I want to add this video on my mobile so I want it to convert this file to vlc. How do we do that? when I click on properties to change its format I cant because there is no other option. How do we do that? I tried using convert/save option in vlc but I am not sure how to do that.

the problem is its a .ps file and I want to cahnge it ot .avi or .mkv

".ps" usually is a PostScript file - intended for printing, it is in no way movie file to be played with VLC (or any other media player).
