Fix me stick will not boot up

Toshiba pc. Older pc
Click on icon, pop up says. Alllow app to make changes to device , click yes, circle runs , then disappears and nothing happens

You may want to provide a bit more info, what is this icon you are clicking, what are you trying to do? Need full system specs, OS version, what you are trying to do, application name, version, etc...
