Formatting problem

What is the problem if the acer laptop cannot be reformat?It was infected by a virus before that's why I decided to reformat it.The disk was already formatted but when the laptop starts to reprogram it after formatting, it automatically shuts off.This is the first time I encountered this kind of problem.I cant fix it,kindly help me with this.

That's what happens when you reformat an active OS partition.
Go ahead and do an OS re-install. You'll have the option of doing a reformat at that time.

What do you mean by "an active partition"?How will I do that OS reinstall if the Laptop keeps on turning off every time it will reprogram the OS?
