Another, arguably better, alternative is to download the generic Win 8.1 installer from Microsoft, and the drivers for your particular laptop from Toshiba.

Install Windows, then manually install all the drivers.

I say this may be better because on the vast majority of computers, the recovery media will install a bunch of crapware which paid Toshiba a fee to be pre-installed on your laptop. About a quarter of my time when I prep a new system for a client is deleting this crap and installing tools which are actually useful.
You'd need to contact Toshiba for their recovery software (either disk or ISO) - anything linked elsewhere is likely to be full of viruses etc.

You should be able to use 'standard' 8.1 installation media, since your license key should be embedded in the BIOS - but Microsoft will likely direct you to Toshiba anyway. If you have access to or can acquire a genuine W8.1 USB or DVD, you could use that

Doesn't exist. If you didn't create the recovery media when you got the system you'll need to contact Toshiba and buy the recovery media or try to find it from another source like ebay.

Did they change the requirements @Solandri? You used to have to input your license key for W7 & W8.1 before you could download the tool, let alone the ISO.
If your key was OEM, you were denied access to the tool & had to contact the manufacturer (that's what I was mentioning in my response earlier)
