Freeproxy internet suite help

i am trying to configure freeproxy internet suite on a windows xp laptop to run dedicated on it and i cannot get it to work i manually assigned an ip address and port forwarded and have noip installed and i keep getting google chrome cannot connect to the proxy server it wont work on any other browsers either help is apreciated thanks and will choose best answer

bumping and an update:
i got it to work on the comp thats running it by using the internal ip but when i try to enter the external ip on another computer it says when i try to go to a webpage "cannot connect to proxy server"
