Question Gaming laptop with GTX 1070 issues

Hello all,
I have the Asus gl502vs gaming laptop that was purchased in summer 2017. When I play relatively demanding games and AAA titles I am stuck with low fps and screen tearing (35-55). Fps jumps around a lot and isn't stable. I have cleaned out fans and thermal pasted components and am getting around 75 degrees max at temps, this problem still happens at 65 degrees or so. So I believe it isn't thermal throttling, I am also running MSI afterburner to look at GPU and CPU usage which when I put the game down to medium settings are not bottlenecking. The general issue is that I can't escape this variable fps even at low settings, high settings don't change much either. I have optimized windows 10 and Nvidea control panel for max performance (settings, battery, fps cap, vsync off). All GPU drivers have been removed completely and then updated to the newest versions ( all other drivers in date). Please help as i am confused as to why nothing is changing or how to fix the problem. A $2000+ laptop should be able to run at least most triple-A titles at high fps (100) at the minimum. Note SSD has 150gb of free space (350/500) and no HDD with laptop
