Goggle Chrome chaning themes

hiyas
been trying out goggle chrome ( 21.0.1180.83 ) the last few weeks , not to bad apart from one thing

how in the hell can i change themes without just going to the goggle store and getting a new one ?
dont it keep track of all the themes i download and give an option to swap between them when i feel like ?

in Settings > Appearance it only gives the options to Get Theme / Reset to Default Theme
[ ] show home button > change home page
[ ] always show the bookmark bar


in Tools gives the option > Extensions ( which should have nothing to do with themes i would imagine )
of which i have AdBlock 2.5.41 / Skype Click to Call 6.1.0.10441 / Tampermonkey 2.5.64 running
dont see how they would be stopping themes options from being able to run

is it me missing something or is it just goggle making everyone go to the store to do stuff and not putting in a simple method of changing themes on th fly

i did find that before only problem is......the version of chrome i'm using didn't seam fit to add that circled OPTION in to tool bar drop down ...........hence my problem lol
might download and reinstall chrome see if that fixes it up
