Good idea to resize partition?

In Disk Managment there is an option for resizing partition.Can I use it without risk of data loss? My C is only 60GB and 8GB is free, and my D has more than 100GB free space.

first backup your data. then using something like

disk management can't do it for you system partition.

Cloud storage backup a good idea?

depend, how much data? what your os? internet speed?
It might be easier to just get an usb flash drive.
