Google Chrome Scrolling Lag

When pages are loading in Chrome and I try to scroll it lags a lot. When I try to scroll it will be very delayed and slow. When I use incognito this weird lag doesn't happen. I have no extensions. I also have tried smooth scrolling and it doesn't help.

What kind of cpu and how mutch ram do you got?

I have an intel Celeron N3060 with 4GB of ram. Also I only get this lag when I use 2 fingers to scroll on the trackpad. When I use a mouse it is fine.

Strange.
Maybe a software problem when it comes to the trackpad?
