GTX 1060 MSI laptop Low FPS

So, I've had this laptop for almost a year and never had an issue with FPS, but recently did an factory reset. I have updated all drivers and changed the control panel settings for nvidia for high performance. I play LoL and get constant 60fps but if I play siege, assassin creed 4, or any other game I get below 30fps. I turned of battery saving in geforce experience and cant think of anything else to do.

Do a clean install of windows works wonders

If the problem is still there.
Are you running Battery Mode? Then, maybe battery boost is enabled. Disable it in NVE.
