GTX 1070 low usage, low temperature, won't overclock

I have a HP Omen 17 with the following specs:

HP Omen 17-an005f
i7-7700HQ
GTX 1070
8GB DDR4 2400mhz

I have set to 'Maximum Performance' mode on Nvidia's control panel, my Windows power plan settings are on 'High Performance', and my laptop is plugged in.

I have disappointingly low performance in all games. In 1080p, GTAV will average between 40-50FPS. PUBG between 40-60. I have noticed that my GPU will never exceed 60 degrees. In League of Legends, I'll normally have around 90 fps, dropping to below 60 in intense action scenes.
The card is usually sitting around 60 degrees, between 30-50% usage at 1443 Mhz.

The Unigen Heaven benchmark score is around 2600, which I believe is expected of a GTX 1070, but the performance is definitely not reflected in gaming. In most other benchmarks, the GPU will sit at 900mhz/60 degrees.

I've checked GPU-Z perfcap, and it will either give Vrel or pwr. I think it's more often Vrel. I've tried reinstalling my OS and GPU drivers, but nothing really helps.

Does anyone have any suggestions as to what it might be? Thanks!
