GTX 960 Framerate Problem

I have a gtx 960 and a i5 4690k i cant seem to run cs go above 35 frames and i know this isn't normal i dont know whats wrong all the drivers are up to date

Try running it as admin and in windows 7 compatability mode

it didn't do anything i cant play any games with good frames i don't know if its broken or not any other suggestions
