i have iscolated the files that need removed but its open (bittorrent/itibity, bs) anyway... process is hidden and it says I don't have permission to stop the service.... and anti virus said it was skeeya or something

BadActor is correct: The java.com frontend is failing. Skip it. Go directly to oracle.com (the original source) to download your desired full installer. (Note the "Online" versions are currently failing as well, so don't bother). java.com is only dishing up 8u101, but the latest 8u102 is available, too:

From there, take care to go to the Download page you want. Most will just want the JRE (Java Runtime Environment) Download for your browser, games etc. to use. The JDK is the Java Development Kit, which, if you don't know what that is, you don't want it. (You definitely do not want the Server JRE). The correct JRE installers are located here...

i completely reinstalled windows and it all seems to be fine now... EXCEPT, i no longer can download java. every time i get to this site -> " https://java.com/en/download/manual.jsp " its fine, but as soon as i click the java i want it gives me a page that says this-> " Access Denied

You don't have permission to access "http://sdlc-esd-stage.oracle.com/ESD6/JSCDL/jdk/8u101-b13/jre-8u101-windows-x64.exe?" on this server.

The typical Windows user will want locate (under the Java SE Runtime Environment 8u102 category) and download the latest Offline installer for all 64-bit browsers and Windows Vista/7/10. Look for this file:

Click the Accept License Agreement button. Download and Save it. Close your browser and other programs, then double-click to start the Install process.

If it detects any older version installed, allow it to remove it.

The fault does not lie at your end. The Access Denied error is due to a server-side AuthProc failure to authorize downloads from java.com via oracle.com's server(s). It is ongoing and has been for at least 36 hours. Unbelievable...

thank you, that seemed to work. i do know witch file type i need (exe).
i have now got 8u102, because it sounds newer... but this computer i built a year ago, and im about to make it a $1000 system, so your sure its java?, and im not on no proxy or linked to some bs from that add bomb still?
i just dont want to buy $300 gpu if i cant use it
